Recently, the Ministry of Industry and Information Technology has issued "Instructions on the Further Promotion of Industrial Cluster Development " (Hereinafter referred to as "Instructions"), which promotes the transformation and upgrading of industrial cluster from strengthening the planning, enhancing the leading role of leading enterprises, strengthening the construction of regional brand building, improving the information technology of industrial cluster, enhancing innovation ability, enhancing the ability of public service and strengthening the guidance and policy support. This is the first time that the Ministry of Industry and Information Technology issued instructions on promoting the development of industrial clusters.

In order to improve the information technology of industrial clusters, "Instructions" makes it clear that enterprises should implement the construction of "Internet + industrial cluster" to build the clusters of intelligent industries. At present, a new round of global scientific and technological revolution and industrial reform are springing up. The information technology changes quickly and accelerates the deep integration of technology and various fields, causing profound changes in economic and social development. The change is particularly prominent in the manufacturing industry. "Internet + manufacturing” develops rapidly and has far-reaching impact."

The construction of intelligent industrial clusters is the starting point of information construction of the industrial cluster. At present, Beijing, Shanghai, Qingdao and other places are actively exploring the construction of intelligent industrial clusters.
